Open Space in Pima County

I support efforts by Pima County to acquire and preserve additional open space. I support requirements for open space in development at the edge of urban development.

I believe one of the best mechanisms for preserving open space and heightening public awareness of its value is the Portland model of managed growth. Years ago, Portland’s civic leaders sought to preserve rural space from urban encroachment. They established an “urban edge” some distance from the developed fringe at that time. Tax incentives and fees were used to encourage denser growth within the boundary and discourage it without. This approach (admittedly simplified here) has resulted in economic, environmental and public health benefits for the citizens of Portland, its business community and the neighboring rural communities. It is worthy of serious study for application in southern Arizona where our natural resources are more finite.

Recognizing that a County Supervisor can’t set the edge for an incorporated area, I will use the tools of County zoning, the Comprehensive Land Use Plan, building codes and taxes and fees to encourage development where public and private services already exist and strongly discourage development in undeveloped or under-developed areas. Tucson City Council is moving aggressively to reduce energy demands of the city and will find the Portland model helps them achieve that goal.

A reality-based assessment of water supply will also argue for development where infrastructure and public services already exist and none where they don't exist. In conversation with Tucson Water management, I found them ready to consider adopting this concept.
